UK Citizen marrying Indian National

One of my friend is UK citizen and now willing to marry an Indian National.

My question are:
1. Which application form should be used to apply for VISA for the spouse in India?

2. What type of VISA that would be?

3. Does the application need to be submitted in VFS?

Willing to marry...or wanting to marry?? They will need to prove that the relationship is genuine, that they can support themselves financially, and they have adequate accomodation.
Are they both over 21 and have they met in person?
