I have appealed against the decision to refuse me a PSW because I had not submitted my original certificate of award. I submitted a letter with my name, title of the course, award given, start and end dates, date of award, that the university is a recognised institution, that the certifcate is being issued, and the stamp from the academic registrar.
The grounds of refusal were all based on not submitting my original certificate of award, so I did not get any points for my qualification, institution, and english language. I did get points for applying within twelve months.
I am going to show my original certificate when I get a hearing, the reason I did not submit before is that I did not have it with me yet, so I submitted the letter as per the policy guidance.
Will that be a problem? Will it be admissible as supporting evidence, even if I did submit the required evidence?
Of course you will win your appeal if you provide your certificate of award at the time of the appeal. It is obviously a wrong decision.cheryl99 wrote:Thank you for the advice! I will make sure ill take it in with me
To serve as further encouragement, I was unfairly refused in a very similar manner to yours a couple of months back. I was successful with my appeal. Well, as at the time I applied in September, I didn't have my certificate because it was before my graduation. My visa was set to expire end of October, so I could not afford to waste much time before applying.cheryl99 wrote:

What was your main argument with your qualification? It seems to me that very few people get refusals on cases like ours, because it is ridiculous.
dude its simple if u dont pay the fees then uni will not gonna issue a letter... but there are some idiots in HO as case workers who dont really use brains rather than tick boxes but any way hope for the best and prepare your case for hearing I m sure u gonna win this its a clear cut case but keep in mind be prepared for the next lever like tier 1 (general) and dont leave any pity point for them to dismiss your application...cheryl99 wrote:Thank you koolbone, it is encouraging to hear that, because I still feel the same way about this whole thing, it is really unfair, and they should not get away with it. Cherlyl99 got his refusal within 4.5 weeks. therefore it is not that HO is delaying everyone's application. I wonder whether they are delaying few applications (PG Cert & PG Diplomas) not those who completed Bachelor's / Masters.
Also, HO website says they are considering applications received before 12th March 2009.

My letters were written according to UKCISA/UKBA standard saying I completed the course (grades and courses) and would graduate in December, but apparently they are unable to put two letters together and realise that together they say I completed my course and am graduating, but haven't yet.

I mailed my appeal off the day I received it because it was blatantly their fault. I received the letter asking for any additional statements/evidence and I sent all of that in last week. They won't make any decisions until after 23 April because I requested an appeal on paper.
