IMPLEMENTATION DATE OF NEW CITIZENSHIP BILL 2009

Do any know what is effective date of implementation of Citizenship bill 2009.

I hope it wont be retrospective, but it will be appreciated if someone can let me know what is date from there onward this bill is expected to be implemented

I read somewhere its Dec 2010 but a friend of mine is insisting that it's 01 April 2010

Please advise if someone have exact info

Exact timeframe/dates will be known only when UKBA / HO announces them ... and that, I believe, can only be done after the bill is passed in parliament (?)
