Restrictions on Visitors Visa

My sister is visiting from Russia on a six month visitors visa.

She would like to take a evening course at a local college.Can she do this on a visitor visa? The course is only two hours per week and cannot qualify for a student visa.

What are her options?

Contact the local college for info on this. They will know the details. She may have to pay foreigners fees too.
