ECAA and Failure to Act JR

Hi to everyone, again, I need your opinion on this one!!!
Few of us( http://www.bghelp.co.uk ) curently waiting for ILR are to consult couple of big Solicitors Firms to proceed with Judical Review against failure to act.
We are denied Travel Extentions and have been waiting in some cases more than 18 months for FLR or ILR .We have no choice but to do sometning against the complete silence from ECAA Casework Team.
So please give me your opinion on -failure to act Judical Review-, or what else can be done before proceeding with our solicitors.
Basicaly there is no any signs of big movement on ECAA type of cases and few cases per week will automaticaly give us no other choices but to proceed with the JR.Also there is no dialog from HO side, no answer on any of our letters, no any serious explanation of what is going on or how long will normal proceeding take.Just Silence and refusals for Travel Extensions.
Please, give us your opinion.
