When is this effective from, and which group of applicants does it apply to?

Test is a good idea and a straightforward thing, which also helps to solves the current confusions around proving the English ability level while applying for Naturalization

I suppose naturalization means citizenship and not ILR?

Naturalisation .... (English spelling!) .... does indeed mean British Citizenship. It is not currently necessary to pass any language or citizenship test in order to get ILR.

However the UK Government does have long-term plans to introduce a language test for ILR, but that is probably years away.
