ILR and time spent outside UK:

While applying for ILR does home office count time spent outside UK of a dependent as well or only the main person applying?

i believe it is just the main applicant. The 'dependent' will be be treated independently when they apply for naturalisation

it dependends on the type of visa you are in, if WP then no timeframe for dependent but for Tier 1 visa holder the dependent has to spend 2 yrs with you. check this http://www.ukba.homeoffice.gov.uk/worki ... ettlement/
