Police registration on arrival - when is certificate issued?

I just got my Tier 1 visa issued and I am planning to enter UK for a week or so initially. Then I'll need to return home and then move to UK permanently some time later.
I am required to register with a local police within 7 days upon arrival. Does anyone know whether the police issues certificate the same day as I apply? Is there any waiting time? I'll be able to be in UK only for about a week or so. Will I be able to get the police certificate in this timeframe?
