For the work permit (Tier 2) rules, check the UK Border Agency website : http://ukba.homeoffice.gov.uk/

IGS, the International Graduate Scheme WAS a scheme that allowed international students to stay behind in the UK after graduation and work for a year. It has now been replaced by the PSW, the post-study work scheme that allows these students to stay for two years after graduation to work. With the PSW, the student doesn't have to have a job offer to get the visa. Also, it allows the student to work with no restrictions and for any employer during this 2 year period.
The link I provided explains it all.
All the best
