Degree Equavalancy to UK Masters?

Hello dear forum members,
One of my close friend has got his five years of MBBS degree + two years of Masters in Public Health, both degrees from Pakistan. Total it makes 19 years of education. Is it equal to UK masters? Because he is planning to apply for Tier 1 General.
