IGS to PSW visa expired very urgent

dear friends,
i just want some advice on my case please,
my visa expired on june6th and i applied on june 5th ..but i was refused due to shortage of funds for five days , i went through the immigration services who said i cant reapply though i have the current bank statements which has got three months of 800 pounds from now, on the grounds that i dont have a current valid visa , even if i appeal i wont be getting the visa and f i go back to india even i can apply for psw because i was on igs so its more than 12 months after completing the course, i didint have any choice so i have applealed just to get some time.
1. i just want to know weather i can apply for student visa when i have an appeal
2. weather i can apply for students visa in uk when i dont have a valid visa
3. if so what are the requirements
4. is there any other way i can get the psw visa
5. should i get the appeal back and re apply
please give sugessions
