EEA2 question & accession

A Polish national, registered under WRS on 1 Aug 2004 and completed 12 months uninterrupted legal employment, following which was issued with a Residence Permit valid for 5 years (Feb 06 - Feb 11). In May 2007, left the UK for 1 yr and 8 months to live with non-EEA husband outside EEA. Now husband is in UK with a Family Permit.

Question: Is it necessary to register under WRS again? and if Not, would absence for less than two years break the continuity of the 5 years towards application for Permanent residence EEA3?

I think that the break in residence does dictate that he/she registers under WRS again (due to the 20 month absence) and definitely resets the clock to zero for PR.
