You should have valid leave when you make the application. If your leave expires afterwards, then it's treated as continuing.

does that mean leave to cover full 28days ? or as anything less will do ?

This implies that you do not have to have leave to cover the full 28 days. Having leave on the day you make your settlement application will do.

It didn't mention that the 10 year qualifying period was an exception.

Section 3C will also be applicable.

Has anyone actually applied for ILR on 10 years basis without having valid visa to fully cover the 10 years period ?
