What about the single occupier discount of 25% on the Council Tax bill? Is that considered under 'Public Funds' benefits?

I wasn't able to understand clearly from the post.

No I don;t think that is included in the Public Funds. It is a discount, just like on any other utility viz electricity etc.

What about being on student visa and then geting full exemption/discount in council tax benefit while your visa says no recourse to public funds.

Also being on psw and tier 1 g, the same scnario as above, when u r studying full time and working part times
