Updating application (Federal)

Hi, this is for my sister who's applying for the Canadian PR under the Federal Skilled Programme.

Recently she was requested to submit updated forms: general application (IMM0008), family info (IMM5406) and background info (Schedule 1 and 3).

1. does she need to submit another police clearance certificate? She included one in her original application (back in 2004). Even if the letter from the consulate does not request this, is it better to provide one, given that 5 years have passed?

2. she's now married to a Canadian citizen. Does she need to send background info of her husband (e.g. employment records, bank statements)?
