Can I apply TIER1 for my dependents if still not in UK ?

Can I apply TIER1 for my dependents if still not in UK ?

I got my Tier1 last week and now I want to apply tier1 for my dependents (wife and son) before I travel to UK . Can I do this ? If yes what documents do I need ?

My son's birth ceritifcate does not have his name on it , it has date of birth and both the parents name. Is that a problem ?
