Say, If a commonewalth citizen is is obverstayed in any of the Schengen countries country, can He apply for two year commonwelath holiday maker visa in the UK Embassy?a

No.

You must be legally resident in the country where your make the application.

If the country is not your home country - it should be your normal lawful country of residence!
