It says:

Every sentence starting with "Statistics show" makes me suspicious, and this is no exception. My wife remarked: "well, then clearly 70 per cent of the cases are over the age of 21, so they should rather ban marriage visas for spouses over 21 than under". And I would take her logic over the reasoning of the Home Office any day.

Are there any bets whether this will stand in court? I assume they are smart enough to exclude cases under European law, because that would clearly not convince the ECJ.

yeah if this counted for EEA forms as well we'd be screwed...my irish partner is 19 while I'm 24

Regarding 13.21 - Age requirements for spouses and civil partners, see also Marriage visa age to rise later this month and Marriage visa age to rise later this month. Effective on 27/11/2008.

Forced marriages are appalling and a very serious issue, but this is not the way to deal with the problem. It is disproportionate and disingenuous.
