IELTS is a must ........ u can apply without IELTS giving reasons in writing , but its entirely upto visa officer.
applications without IELTS r usually refused.


Best way is to do IELTS ..

I would also recomment you take the IELTS test. Given your circumstances, It shouldn't be a problem for you. Better safe than sorry
