No passport, VISA expiry soon

If the passport is submitted for renewal and if this VISA expires during this period, is there a provision where in we can apply for the VISA without the passport.
Any help is much appreciated. Thanks.

Passport is the first requirement to apply for any kind of visa. If you have so short time left, why don't you think about applying for an urgent (same day) renewal of passport?

You need to have valid passport in order to apply for visa. Check with HO and explain them situation. Generally passports are renewed within a week time or soon(if urgent services are available).

Its for one of my friends...
he says its been more than 3 motnhs since he has give the passport for renewal and still he hasnt got it back.
Like you suggested it would be better to speak to HO..

Three month is too long time for renewal. If it is Indian EMbassy you can walk-in and inquire about it. In the worst case, ask your friend to revoke his passport renewal application and re-apply for renewal on urgent basis to get then passport back in max one week. Timing would be critical in this case.
