New law of Green Crad in Ireland

Hi,

Is anybody knows when this new law of Green Crard will take place of Work Visa/Authorisation ?

And how much it is different from Work Visa law ? Is now to get Work Visa of Ireland will be more difficult ?

New law? so is this "http://www.workpermit.com/ireland/ireland_who_needs.htm" still apply?
