Need advice for new application on tier 2

Hi all,
My job is on short of occupation list..now i have my psw refused and in appeal process.My dought is can i apply for tier 2 general visa from uk or do i need to go back to my country and apply for tier 2 visa.Thanks..Also about certificate of sponsorship.if my job is on shortage of occupation list do i need certificate of sponsor.I did use the points calculator and it is very misleading on this issue.

HI,Yes, Even if the job is on shortage occupation list, you will require certificate of sponsorship. Your employer needs to mention it on application for cos to the Home Office. Resident labour market test is excluded for such posts. All the best
