CHC London PR Visa query

Does anyone know if there are specific requirements in terms of residency in the UK for CHC London to stamp passport with PR Visa?
I have been asked to provide my passport in 45 days for issuance of PR Visa. The problem is my passport is with the uk home office pending decision for a Tier 1 application. My previous leave expired long before. To get the passport back my only option is to withdraw Tier 1 application. In that case i will get the passport back but will have no status left in UK and will have to leave the country asap. Does anyone know if that undefined status will be a problem for CHC London incase if i go to them for PR visa before leaving for home country?
