I will be able to submit an application for long residence ILR BEFORE I am 18 BUT I will be 18 when I become eligible.

So, for example say my birthday is 5th May 1992 and I will be eligible for ILR on 19th May 2010 (when I am eighteen) which means I can submit my aplication 28 days early which will be 21st April 2010 (when I am still 17).

I know that you don't have to do the Test if you are under 18 but i am not so sure in my case....

Might As well do the Test, you are gonna need it when you are applying for your citizenship since you will be over 18... Well that is if you do intend to apply for citizenship!
