confusing situation even though everything is complete

Hi,

I am in a weired situation and definitely need your advise.
As usual my application was refused then was appeal accepted in court of law, received call in letter after 13 weeks but never received my passport as it has been over two months now. finally came to realise after calling AIT that they have send my passport to wrong address. They gave me royalmail reference number and my passport has been returned back to sender because no one picked it up.

I have written twice to HO leeds but no reply.

In this scenario what should I do? Shall I start legal battle with HO or wait?

Any serious ideas??????
