enter in to uk for second time

i am in bit tricky situation about my second application.

in 2009/10 i have applied for my extension from inside uk(tier2).but it has refused and i came back to my country before my visa expired.

now i am planning to reapply(outside uk) a fresh application under tier 4(student)in 2009/dec.can some expert please tell me the requirements on this matter and any guide lines i should follow before i proceed my application.
i am gonna apply with genuine evidences and in application form,there is a question on whether you ever refused uk visas before.what i should write on it and do i need to send any extra evidences on this?

i welcome all advices and your previous experience if someone faced same problem.

Hi there... it is mandatory to write about your refusal history when you re-apply for visa. Also, you will have to submit your previous refusal letter when you apply. hope that helps....

do i need to consider anything else?
what do you recon,what are the points i should specify on my letter?
even more will this previous refusal effect to my tier 4 application.

ensure you have all the necessary supporting docs in hand ... nowadays BIA are very strict especially for those whoe entered previously on Work permits/Tier2 visas as they consider these appli's as potential workers and do not study at all!... beware...
