Is there any time limit to enter UK after getting VISA or anybody can come at anytime during three years?

as long as there is a valid visa, someone can come any time. But if you come within 28 days of issuance of your visa, will be betteer in future.

As per current rules, you will get ILR without more that one extention.

Hope this helps

Try to get a post-dated visa to suit your travel plans, for ILR, 5 year period as of now is calculated from your date of entry to the UK and you might need more than 1 extension to reach the 5 year mark (it is not very cheap to get an extension, you never know the rules when it to comes to ILR at that time too).
