hello everybody i would like to ask people here if i can change my status from stamp 3 to stamp 1 or 2 im volunteer from morcco

So tell your friend that he can not change his status within Ireland unfortunately. He will have to leave Ireland and then reapply for appropriate visa and then come back to Ireland.
and for stamp 1 he have to find an employer who can help him to get work permit first and then apply for work permit holder visa from Morocco.
for Stamp 2 Your friend needs to get admission in a college or University and then get the acceptance letter and apply for a student visa from Morocco.

i hope that there is a other solution to change the status here coz in morocco its hard to get a visa

I am sorry to say but there isn't any unless you are family member of an EU citizen and you are applying for EU1.
