Long Term Residency = 60 months residency either on Stamp 1. However! look at the INIS website, Long Term REsidency is only available to people on Stamp 1. You already have stamp 4. Long Term REsidency give you stamp 4, you already have this. The department clearly state that it does not apply to Spouse of Irish Nationals. Requesting for further residency you need to contact SPouse section, who may have discretion in granting you for a period of further length, assuming that your friend is STILL living with the wife and marriage is subsisting. At least with the Stamp 4 your friend has got, he need not be too worried if he is out of work as their won't be on condition for renewal.
