New Immigration Fees

Hi,
1.Can anyone confirm when these will come into force, no info on website yet. Sushamd earlier wrote 6/4/10, is that an assumption as thats the new financial year beginning.
2. I am due to apply in first week of April, 2nd-5th are holidays so it will be 6 th onwards I am looking at.

The fee structure is also a bit confusing:
ILR PEO is what we are concerned with . It goes up to 1095, with dependent fee going up to 154. Nearly £200 increase including the dependent here but thats not much, considering how much we have already spent on fees before.
ILR PEO Relative shows a big jump. Who does this apply to? Relatives other than immediate family( spouse, children)?
ILR Postal still remains tempting, wonder how much time its taking these days.
