I am working in Saudi Arabia and taking 13966 Pounds Per annum, but i can't show 17,000 pounds.

I am only getting 13966 pounds as my Company Gives me Fully Furshnished Accomdation, Full medical for My Family all these included in contract.

can i gain points showing this, as rest of the countries don't provide this.

IMHO, you can't put Benifts as part of your gross salary. Every country has benifits in some form or the other. What they will consider is the amount mentioned in your offer letter and your payslips/bankstatements there after.
