Should we declare 3 points on my husbands license for ILR

hello all,

Was wondering if someone can help. I will be applying for mine and my husbands ILR around 23rd March. My husband has 3 point on his licence. Can someone pls advise if we need to declare this on the form?

Where the three points given in court?

No court was involved, however he had to go to police station to pay 60 GBP fine.

The 3 points were given for driving on provisional licence.
