Can the EC be faxed to a recruitment company?

A recruitment company wants me to send proof of of my eligibility to work in the UK?

Can I send a copy of the EC and copy of the passport by fax? OR can I send a scanned copy by Email? Is this legal?

no problem with this here. you are asked to prove you are eligible to work in this country in almost every place where you are being interviewed (based on the experience of my wife). there is nothing wrong if you send fax or scan copy. it is just a copy and can not be considered as something else.
