Well, the words, "once the application is successfully completed" are in the original post in this thread.
Anyway, the person becomes a British citizen on attending the citizenship ceremony, taking the oath/declaration, and receiving the citizenship certificate. (It's important to note that the receiving of a letter saying that the application has been successful does not mean that the applicant has become a British citizen at that point.)
