Date of application and date of rejection

I made FLR(M) application on 23/02/10(date I signed an application and post for next day delivery). It is with the Home office at present.
My other application was rejected letter dated 23/02/10 under Tier 4 category as it was under consideration by case worker on the day when I made FLR(M) application.
In the view of above does my application is valid?
