Work permit to tier 1 (general) under new rules

I am in UK for last 20 months on work permit. I will be changing to tier 1 category in May 2010. Under the new rules coming on april 6 2010, initial applicant will be granted 2 years visa. However, immigrant who is applying to extend his stay will be granted three years visa. Please advise will I be granted 2 years or 3 years? will it be considered as initial applicantion or extension?
