Are all immigration officers so mean and cruel?

I went to US Consulate in Osaka, Japan a couple of days ago for the B1/B2 visa interview. Boy ..., these immigration officers(?) were rude, impolite, mean and even cruel. There was a little girl and her mother taking the interview and I was in line waiting; the interviewer was so mean that the girl was crying. My turn came, and he wasn't very nice, either. My application got denied, so I asked if I can ask a question. The guy said no, and literally slapped his wrist to brush me off; this was actually the second interviewer for me that day. The first interviewer was also quite rude and mean. Is this common? I mean, they were really really rude ...
