Yes but I think maybe you have to apply from your country of residence.

Hello, first of all, there is a difference whether you want to travel to any EU country or you want to live in there. If you want to live in with your EU spouse in any EU country, so the easiest way that your wife would go to live to that EU country and find a job there. As your spouse will be exercising EC Treaty rights, you will be supposed to get your entry visa easier. Then the purpose of your visa will be clear - to stay with your EU spouse. In this case they won't have a possibility to say: we don't have evidences you will return to your home country. However, if you want just to travel to any EU country, then you have to convince them you will return to your home country, e.g. showing you have job in your home country or property or sth like that.

The decision on your application is probably taking longer than the norm, due to your previous history of refusals, and they are scrutinizing the info you've given them with a fine tooth comb.
I doubt that there is anything more you can do, apart from wait... :(
(At least they haven't said 'no'...yet! So there is still hope...)

I can only suggest that, if you haven't heard anything within 15 days (from submission of application), then give them another call! But hopefully, you will have by then.
