Prishan, I had a check with AryanMitro on his earlier post and really sad to say these are just our interpretations of which only one may be true either the Uplift is there or it isn't. It depends on both of these and not just the first one.
So for earnings in foreign country the uplift ratio should be applied. Para 133 supports this point.
