An important message from UKBA has been posted. Go to this webpage.

Some interesting implications there. It appears, for example, that settlement visa applications made in Algeria and Pakistan are being processed in the UK!

Is settlement visa not implying ILR? and if so, isn't that all such visa application must be made when a person is physically in UK and have already done LUK test?

No, when applied for outside the UK, we are talking about things like spouse visas and fiance(e) visas. And thge Civil Partnership equivalents.
