Maintenece of Fund for TIER 4 student

This question is on behalf of my friend who has come on student visa and now would like his dependent to join him in UK.
As per the dependant guidance it states that the maintenace of fund should be 2399 per month for max of nine month. Also it should be in BANk for 28days.
My question is he is on 18 month course will this mean he need to show 2399 X 18 months as maintenance of fund.

it depends how long has he been studying here if he is studying here more than six month than he can apply for lower amount which is 800+533x2 inside london 600+400x2 outside london but if he is here less than six months than he will have to show 800+533x9 inside london and 600+400x9 outside london.
