Can I apply for Citizenship without ILR?

Can I appy for British Citizenship without having ILR?

I've been looking around but couldn't find the answer.

I'm on HSMP (JR) and have completed 5 years already and can fullfil rest of criteria.

You cant apply for BC before ILR and then waiting 1 year after ILR. I wonder where you have been looking. Its mentioned in crystal clear terms everywhere.

If you are on HSMP JR, you can apply for ILR and ask them to backdate the ILR letter. If the letter is backed dated to a year or longer (or as soon as you get to one year from the date of the letter), you can apply for citizenship

the answer is on this UKBA website-

"Unless you are married to or the civil partner of a British citizen, you should have been free from immigration time restrictions during the last 12 months of the residential qualifying period."

free from immigration time restrictions = ILR. so you need 12 months of it.

your ILR can be backdated under the HSMP(JR). but apply for ILR ASAP. they might stop doing this backdating because the HSMP(JR) arrangements have been in place for 1 year. so there is no longer an excuse on your part (and similar applicants) not to apply at the time you are eligible (4 years).
