Please help in this situation

I do not promote illegal working so wanted to just check to see what your views are on this:

"I have been approached by someone who has made a legacy case in Dec 2k9 saying he has the right to work in the uk, the only letter i have seen is that his application has been acknowledged and he has no national insurance number etc, he and his solictor tell me he has the right to work in uk".

My views tell me otherwise as they have not given him N.I number etc so how can he work legally in the uk or does the legacy ruling allow this considering it has not been a year since his application under legacy.

Any input would be appreciated?
