non-eu family member of eu family applying for undergraduate

Does anyone know how much for a non-eu family member of eu family to pay for university each year? Is this entitled as EU student policy agreement?BTW,are there any circumstances for a full-time worker who has been working more than three years to apply for an undergraduate degree to entitle as HOME/EU student?

Please if anyone helps...
