P21 -- Query for naturalisation

My wife needs to provide P21s to the Justice department for naturalisation process.

We(my wife and I) are being jointly assessed since 2005 and I am the primary assessee since my salary is higher than hers.
When my wife requested for P21s she got P21s with only my name in it but it mentions the employer names and salaries of both of us. When we checked with Revenue they said that they provide P21s only for the primary person being assessed (me in this instance).
However, we also noted that for 2 years Revenue issued separate P21s i.e. one explicitly in her name and one explicitly in my name. Both these P21s contain the employer names and salaries of both of us. Incidentally these were the 2 years where Revenue refunded us back some money which we had overpaid as taxes.

My question>
1. has anyone had similar issues.
2. Will the DoJ raise any issue here since for some years we have separate P21s with both our names explicitly mentioned whereas for other years the P21 form only contains my name.

Both of us are PAYE employees and we have no other source of income.

She should be able to get a P21 in her own name if she specifically request for it. I would however think the joint one may suffice If it has all her details a la PPS no, address, and summary of tax paid. She may use an highlighter to highlight this details on the form.
