Does anyone know of any changed rules after the new U.K. government has come into power?

Does this change the application process for Tier 2 Visas?

Laws can be changed only after parliamentary approval and royal assent, just in case you didn't know. And that takes time - one has to draft the new rules, have a consultation in parliament, manage majority vote in favor and then the royal assent before a date for implementation can be announced. :roll:

Regarding application procedures, check with your local visa application center (VFS).
