Sponsorship licence, Tier 2 and Work Permit questions

Hi. I am a teacher on a work permit dating from August 2008 under the 'old' scheme. It runs out on Aug 31 2010. My new employer has not got a sponsorship licence and I don't have a Certificate of Sponsorship yet.
My questions are :
1. How easy is it to get a sponsorship licence and CoS?

2. Do I need to convert to Tier 2 before getting my new permit?

3. Is Tier 2 a visa or a permit?

4. What do m dependents need (husband, 2 kids)?

5. How much will this cost?

They don't make it easy for people, do they?! Many thanks for hte help, in advance. :D

URGENT!! QUESTION ON COS!

Dear Mr Moderator,
please i recently got a COS.
i am a doctor..on the COS, the employer stated that the title of my job is SHO and it is on the shortage occupation list.
I am somewhat confused cos im wondering if it should be SHO in a&e or SHO in o&g instead of plain ShO.
Please advise me..I was given the COS by an agency..thank you.
This is an emergency.
2. They emailed me the COS,letter from the employer stating they would sponsor my maintenance,offer letter etc...most of the documents,i will submit as supporting evidence..is the scanned copy of these letters ok? or should i insist they post me the originals for submission??
I know this post is long and i am sorry.

1. Do you know for sure that the agency you are dealing with is genuine?
2. You will every documentary evidence in original.

Yes Sir,
they are real.
They are in the ukba list of registered sponsors,A list sponsors.
I have checked out their website as well,
Their Immigration expert is OISC registered..etc.they check out properly.
i asked for originals and they said the documents are in pdf formats and will pose no problems.
I intend to submit the emplyment letter, The letter of cos etc..
I am just afraid of being rejected based on a scanned letter of employment..
Please advise me, thank you sir
