Is the naturalisation certificate granted on the spot during one's citizenship ceremony?

Realistically, can one submit a passport application on the day of the ceremony, provided they fulfil all other requirements such as applicaton form, photos, countersignature etc?

Yes and yes...
The certificate is pre-printed and sent to the ceremony venue, and the date is written on it just before it's handed over to you.

Yes, my wife did exactly that! We invited along to the Citizenship Ceremony the Pastor of our Church. He acted as countersignatory. The passport application form had been substantially completed .... the naturalisation certificate details were entered ... the Pastor signed the form and photo .... two hours later the papers were taken to a Post Office for checking. Passport arrived about a week later.
