self employment + employer liability insurance

if u r working as sefemployed can u get the employer liability insurance and u dont have employee still HO will consider this (in 142)
bec if u r self employed u have to take public and product liabilty insurance ??????

in guidence note its mention if u r self employed u have to submit 2 documents any of 7 it dosnt mention if u r selfemployd u count take the insurance
