On a tourist visa now, can she apply for PSW?

On a tourist visa now, can she apply for PSW?

My cousin sister is travelling in UK on a tourist visa. Is she eligible to apply for PSW in UK or she needs to return to her country to apply?

She received her MBA cerificate on 5th January 2010.
